Belarus and Russia Discuss Export Control Cooperation
Minister of the State Authority for Military Industry (SAMI) of the Republic of Belarus Dmitry Pantus and Director of the Federal Service for Technical and Export Control of Russia (FSTEK) Vladimir Selin held talks in Moscow on 16 July 2025.
Representatives of SAMI, FSTEK, and the Ministry of Foreign Affairs of the Russian Federation took part in the meeting to discuss issues of mutual interest in improving export control mechanisms within the framework of the Union State and to outline the main areas of cooperation for the near future.
The participants of the meeting specially noted that for many years of interaction between SAMI and FSTEK of Russia have developed excellent fraternal relations, allowing to promptly solve problems that arise.
Following the talks, Dmitry Pantus and Vladimir Selin signed a Protocol to the Agreement between the Governments of the Russian Federation and the Republic of Belarus on a common export control procedure of 13 April 1999. The document establishes a mechanism for bilateral regular consultations on export control issues, which involves exchange of information on changes in the legislation of the Parties, as well as on current risks and threats in the implementation of specific foreign trade operations, and consideration of issues related to improving export control mechanisms and optimising export control requirements for joint projects within the framework of the Union State and integration programmes, and providing assistance in protecting the legitimate rights and interests of economic entities.
According to analysts, this Protocol can bring cooperation between our countries in the area of export control to a new level.
