Belarus and China Deepen Cooperation in the Military-Technical Sphere
On August 15, 2025, Minsk hosted a regular meeting of the Coordination Committee on Armaments Cooperation between the Republic of Belarus and the People’s Republic of China.
The Belarusian side was headed by Dmitry Pantus, Minister of the State Authority for Military Industry (SAMI), while the Chinese side was headed by Major General Zhan Shixian, Deputy Head of the General Department of Armament and Military Equipment Development of the Central Military Council of the People’s Republic of China.
The meeting considered the development of joint projects and new areas of cooperation in the development and production of advanced weapons. Special attention was paid to technology transfer and joint R&D works. Prospects for promoting Belarusian-Chinese products in the global markets and expanding export opportunities were discussed. The partners also analysed changes in international security and their impact on bilateral cooperation.



A memorandum of understanding was signed between the Department of Military-Technical Cooperation of SAMI of the Republic of Belarus and the Department for the Development of Military Technologies and Military Equipment of the General Department for the Development of Armaments and Military Equipment of the Central Military Commission of the People’s Republic of China. It highlights the need to strengthen cooperation in the development and modernisation of military technologies, to create mechanisms of interaction between the relevant structures of the two states, to exchange experience and technologies in priority areas of the military-industrial complex. The document lays the legal foundation for in-depth cooperation in the military-technical sphere and promotes the technological development of the military-industrial complexes of both countries.


At the meeting, Dmitry Pantus and Zhan Shixian signed a final protocol, consolidating the agreements reached on key areas of cooperation, which envisage deepening cooperation in the development of new types of weapons, joint projects to modernise military equipment, as well as deepening cooperation in the field of high technology.


There is no doubt that the agreements reached will open up new opportunities for the Belarusian and Chinese military-industrial complexes and strengthen the defence potential of the two countries.
