A Significant Step in Deepening Integration
On April 28, 2026, the Minister of the State Authority for Military Industry (SAMI) Dmitry Pantus held a meeting with the leadership of the Federal Service for Technical and Export Control of the Russian Federation.
The highlight of our Russian colleagues' visit was the first round of regular bilateral consultations on export control issues. The parties discussed in detail ways of improving control mechanisms for foreign trade operations involving dual-use and controlled goods within the framework of mutual trade.
Following the negotiations, a plan for joint activities was signed by SAMI and the Federal Service for Technical and Export Control (FSTEC) of Russia, concerning information exchange on export control issues and the optimisation of their mechanisms when conducting foreign trade operations involving dual-use and controlled goods within the framework of mutual trade. A bilateral agreement on information exchange regarding export control was also signed. The agreements reached establish a modern legal framework for the prompt exchange of information and the harmonisation of approaches in the field of export control, and represent a significant step in deepening integration and creating a single space of trust in the field of export control within the Union State.
During the visit, the Russian delegation familiarised itself with the capabilities of Belarusian enterprises producing high-tech products and assessed the practical aspects of organising export controls at the production facilities.
