Activity direction
According to the Provision about the State Military Industrial Committee of the Republic of Belarus ‘On Some Matters of Activities of the State Military Industrial Committee’ approved by Presidential Decree No. 602 of 8 December 2009, the main tasks of the Committee are:
- implementing state policy in the sphere of development and maintenance of armament and military and special equipment;
- developing and implementing the strategy of the development of the defence industry, taking measures for providing effective activities of enterprises and entities subordinate to the State Military Industrial Committee, as well as of all other defence companies in order to meet the requirements of the Armed Forces, other forces, military units and paramilitary organisations in armament and military and special equipment, its repair and improvement, as well as to develop export of military products;
- implementing state policy in the sphere of military-technical cooperation;
- implementing state policy in the sphere of export control aimed at securing import, export and transit and employing objects of export control;
- implementing state policy in the sphere of navigation activity.
The State Military Industrial Committee’s functions are:
- to coordinate activity of Belarus’ administrative bodies in the sphere of the development and maintenance of armament and military and special equipment, the development of the defence industry, military-technical cooperation and export control, as well as the creation, development and employment of the Belarusian unified navigation, timing and positioning system;
- to elaborate drafts of legislative acts, including those on concepts, programmes and plans in the sphere of the development and maintenance of armament and military and special equipment, development of the defence industry, military-technical cooperation, export control and navigation activity within its powers; to participate in implementation of legislative acts concerned;
- to analyse the current tendencies in the development and improvement of armament and military and special equipment;
- to evaluate and determine promising lines of sci-tech policy on the development and improvement of armament and military and special equipment;
- to draft state programmes on armament and state defence orders; to conduct their technical and information support;
- to control implementation of state defence orders;
- to analyse pricing of military products, including those purchased according to a state defence order; to elaborate economic stimulus measures to boost military producers’ activity; to participate in coordination and control of prices for export military products;
- to forecast the industrial, technical, financial and economic development of defence companies;
- to organise elaboration and participate in implementation of state/interstate programmes and measures aimed at the scientific, engineering and manufacturing development of military companies, as well as at competitive growth of military products; to control programmes and measures’ implementation;
- to organise elaboration and implementation of measures aimed at the development of the defence industry;
- to facilitate the development of cooperation links between defence companies of Belarus and CIS (the Commonwealth of Independent States) member states, to cooperate with relevant bodies of trade and economic partners of Belarus within its powers; to draft proposals and implement plans of Belarus’ participation in integration processes within Belarus – Russia Union State, CIS, CSTO (the Collective Security Treaty Organisation) and EAEC (the Eurasian Economic Community) within its powers;
- to harmonise matters of range of military products, their amount and conditions and terms of supply when rendering military-technical assistance to CSTO member states, within its powers;
- to render assistance to Belarusian defence companies in promoting their military products to foreign markets; to organise their participation in international arms exhibitions both in Belarus and abroad;
- to control safeguarding of military, economic and other interests of Belarus in the course of military-technical cooperation within its powers;
- to make proposals on establishing, suspending, canceling or resuming military-technical cooperation, as well as on improving licensing procedures for import/export of specific goods, services and activities under the procedures established;
- to control execution of obligations undertaken by Belarus in the sphere of military-technical cooperation and export control by relevant Belarusian companies;
- to organise the procedure of identifying goods, information, activities, services and results of the intellectual activities as specific goods, services or activities;
- to complete, issue and file licences for foreign trade activity in relation to specific goods, services and activities according to the Belarusian legislation; to coordinate relevant companies’ foreign trade activities;
- to complete, issue, suspend, resume and extend the validity of licences; to cancel licences for handling military products;
- to coordinate activities of defence companies; to control execution of licence requirements and terms for the activity concerned according to the Belarusian legislation;
- to complete, issue and file licences for export of specific goods, services and activities and import of certain categories of these goods, as well as to control execution of issued licences according to the Belarusian legislation;
- to issue import certificates and to acknowledge obligations of Belarusian legal bodies, consumers of specific goods, services and activities;
- to organise activities of state administrative bodies on the development of technologies of application of navigation information in order to improve efficiency of state control systems, on the development of industries, on defence and state’s security, as well as on integration of the Belarusian navigation, timing and positioning system into international systems and the world market of navigation services;
- to take decisions on state companies’ establishment, rearrangement and liquidation under the procedures established; to approve state companies’ charters; to verify correspondence of activities conducted by state companies with the legislation in force;
- to handle shares of state-owned companies entrusted to the Military Industrial Committee, to appoint state representatives to companies’ management bodies, as well as to control their activities according to the legislation in force;
- to exercise any other authorities provided for by the Belarusian law and decisions of the Belarusian President.
