SAMI Representative Reported on the Activities of the Radio Navigation Interstate Council at a Meeting of the Commission on Economic Affairs under the CIS Economic Council

On 19 April 2023, Moscow hosted a meeting of the Commission on Economic Affairs under the CIS Economic Council. A report “On the implementation in 2019 – 2022 of the Main directions (plan) for the development of Radio Navigation of the CIS member states for 2019 – 2024” was made by the Plenipotentiary Representative of the Republic of Belarus in the Council, Chairman of the Radio Navigation Interstate Council Vladimir Tsalko.

He told in detail about the main practical results for the reporting period. In particular, the speaker noted the participation of SAMI companies in the development of 23 national and interstate standards in the field of radio navigation, the modernisation of the RSDN-3/10 long-range ground-based transmitting station, which is part of the European chain of the Chayka pulse-phase radio navigation system, in implementation of the bilateral Belarusian-Russian intergovernmental agreement on cooperation in the use and development of the Russian global navigation satellite system GLONASS.

The participants of the meeting were informed about the development of a family of complex ECM-protected (satellite and inertial) navigation systems of various accuracy classes for mobile and stationary objects, a strapdown navigation system using units on laser and fibre-optic gyroscopes, high-precision digital position sensors of objects and measuring units (accelerometers, cant angle sensors, angular velocity sensors, magnetometers, electronic compasses, orientation modules), a project to improve a continuous radio navigation field to ensure aircraft navigation in the airspace of the Republic of Belarus (commissioning of the ILS-2700 landing system with DME – MKp-13L, ILS-2700 landing systems with DME – MKp-31R, local control and correction station LKKS-A-2000).

Vladimir Tsalko also reported on the activities of Belarusian specialists in the implementation of innovative national economic projects to create a system for tracking (monitoring) international transit traffic using domestic navigation seals, introducing a system for secure global monitoring and diagnostics of BelAZ heavy-duty quarry vehicles, elements of a precision farming system using signals of satellite navigation systems, in the development of a line of call devices of response team for emergency response systems for road traffic accidents in relation to the types of vehicles.

The speaker pointed out the work of SAMI companies, the successful functioning of centres for certification testing of radio navigation equipment and testing of onboard navigation equipment, active participation in events within the framework of international cooperation in the field of navigation.

In conclusion, Vladimir Tsalko informed the meeting participants about the development of the Main Directions (plan) for the development of radio navigation for 2025–2029, planned as part of the Interstate Radio Navigation Programme. The Commission on Economic Affairs under the CIS Economic Council approved and recognised the work of the Interstate Radio Navigation Council, headed by SAMI representative as having a positive impact on the development of radionavigation technologies and cooperation between the CIS member states.
