Russia’s Experience of Developing the ERA-GLONASS to Be Used in Belarus
On 4 February 2015, the Belarusian State Military Industrial Committee (Goscomvoyenprom) and GLONASS Union held a meeting, dedicated to the establishment of the ERA-RB road accident response system.
The ERA-GLONASS system was put into operation on 1 January 2015. According to the Customs Union (CU) Technical Regulation on Safety of Wheeled Vehicles (TR CU 018/2011), since 1 January 2015 the ERA-GLONASS terminals are required for all new vehicles that for the first time undergo conformity assessment in the form of type approval. Since January 2017, the terminals will be installed in all vehicles intended for sale in the Customs Union territory. Belarus and Kazakhstan are planning to develop similar accident response systems that will be harmonised with the ERA-GLONASS.
“We are ready to fully support our colleagues from Belarus, Kazakhstan and other Customs Union countries in the development of accident response systems,” said GLONASS Union President Alexander Gurko. “Establishment of harmonised systems will ensure smooth and safe movement of vehicles and goods through international transport corridors in our countries. Implementation of the general technical solutions while establishing the systems will build a common and safe space on the roads of the Customs Union. Belarus’ achievements in microelectronics and instrument-making can be successfully used in the Eurasian Economic Union, and Belarusian companies will have a unique opportunity to scale business in Russia and Kazakhstan,” he said.
The ERA-RB project was launched in 2013. To date, there are developed a set of navigation equipment, established the National Navigation and Information Centre, which provides navigation services for road transport management, presented a pilot site of the ERA-RB in Minsk and established a pilot call centre. The issue under discussion is the establishment of the Centre for Navigation and Communication Equipment Certification at the premises of AGAT – Control Systems, management company of the Geoinformation Control Systems Holding (subordinate to Goscomvoyenprom).
“Belarus cannot stand aside from global processes and should not lag behind in introducing advanced technologies, including those in the GLONASS satellite navigation system,” said First Deputy Chairman of Goscomvoyenprom Igor Bykov. “Goscomvoyenprom oversees navigation activities in Belarus to consolidate market for the State’s navigation services under a single holding company, which, among other things, will be engaged in the further development of the ERA-RB project.
GLONASS Union’s unique experience in developing the ERA-GLONASS will help colleagues from Belarus to maximise the efficiency of activities on the establishment of the ERA-RB.
GLONASS Union and Goscomvoyenprom will jointly draft a roadmap for commercialisation of the ERA-RB accident response system taking into account establishment of the centre for vehicle and navigation equipment certification, as well as the possibility to develop and produce equipment for satellite navigation. The Russian side will share its expertise in the field of standardisation, certification and testing of navigation devices, as well as development of commercial services based on the system’s infrastructure.
