Replacing Old Patrols

The Transport Inspectorate has received new mobile systems from the State Authority for Military Industry (SAMI).
AGAT – Control Systems JSC – Managing Company of Geoinformation Control Systems Holding has fulfilled a contract to deliver advanced specialised surveillance vehicles for toll collection to the operator of the BelToll electronic toll collection system.

These mobile surveillance systems use modern Shineray M7 vehicles. They are equipped with hardware and software for mobile transport inspection patrols. Two employees operate the vehicle. One drives, and the other uses the equipment to monitor vehicles that are subject to tolls. The vehicle identifies potential violators by random sampling or with information from the BelToll control centre. Data about all vehicles in view is displayed on the inspector’s monitors.

The inspector receives information about specific vehicles—such as those on a "black list"—either automatically by reading the on-board device ID or manually by entering registration numbers. All vehicle data is transmitted via 3G during operation or over WLAN after shifts to the database, and then over WAN to the central system.

Previously, Belarusian companies did not engage in the conversion of such vehicles. The delivered vehicles will replace the previously operated systems on foreign-made chassis. The project was implemented in accordance with all customer requirements and applicable legislation.

Mobile surveillance systems solve a key problem – ensuring reliable and continuous monitoring of toll collection across the entire toll road network. This not only increases payment collection rates but also strengthens user confidence in the system by guaranteeing its fairness and impartiality.
