Radionavigation Interstate Council Considers Interstate Radio-Navigation ministries. Programme Till 2016 and Adopts the Draft of New 2020 Programme
On 8–9 June 2016, AGAT – Control Systems and NTLab-IS, Minsk (Belarus), hosted a regular meeting of national state customers of the CIS Interstate Radio-Navigation Programme between the CIS member states to 2016 (IRNP 2016), the 46th meeting of Radio-Navigation Interstate Council and meeting of the Radio-Navigation sci-tech council on selecting tasks to the new interstate programme to 2020. The events were attended by representatives were analysing implementation of IRNP 2016 and synchronised eff orts on successful completion of the planned undertakings.
In contrast to previous analogous programmes, the current IRNP 2016 is specifi c. It is aimed at quality improvement of navigation, increasing functional capabilities of the utilised navigation systems and advancement of monitoring and control of transport flows on the territory of CIS. One of the most important project is deployment of GLONASS ground infrastructure of additional functional supplements, establishment of control and management system for using global satellite and pulse-phase radio navigation systems and enhancement of navigation information, monitoring and transport control systems. Moreover, the participants considered and adopted the draft of the CIS Interstate Radio-Navigation Programme between the CIS member states to 2020 (IRNP 2020) and the list of the programme’s task.
For the first time they count not only on public funding, but own and attracted assets. That is why the tasks of IRNP 2020 are well-balanced in terms of work scope, fi nances and cooperation within CIS countries.
Instead of the previously implemented practice of choosing one head contractor, the new programme ensures attracting up to six Belarusian organisations. Implementation of new joint projects in CIS countries opens up new horizons for Belarusian companies in transfer of advanced navigation technologies and entering foreign markets.
The scope of products to manufacture is quite wide. The programme provides development of professional navigation equipment based on indigenous high-tech electronic component base.
Monitoring and data transmitting systems in closed areas are aimed at implementation in extraction industry, construction of underground facilities and conducting rescue operations. The development of ground infrastructure of pulse-phase radio navigation systems is primarily needed by defence ministries.
Navigation systems for the visually impaired are also desired in CIS countries. The participants got acquainted with the state- of-the-art solutions of NTLab-IS, exchanged experience and determined perspective lines of cooperation, which are of interest to a wide range of economic entities in CIS member states.
Also, during the meetings the authorised representatives of Belarus, Kazakhstan and Russia signed the agreement between the Belarusian State Military Industrial Committee, Aerospace Committee of the Ministry for Investment and Development of Kazakhstan and Ministry of Industry and Trade of Russia about the principles of protection of property rights in triangular cooperation.
Taking into account that the 46th meeting of Radio-Navigation Interstate Council was dedicated to the 25th anniversary of the CIS establishment, some representatives which had significantly contributed to international cooperation and implementation of interstate navigation projects, were awarded medals by the Russian Cosmonautics Federation.
