Radioelectronics-3 — Under the Control of SAMI
In the framework of scientific and technical activities, State Authority for Military Industry (SAMI) in 2016–2020 acts as a state customer for the Development of a New Generation of Radioelectronic and Optoelectronic Equipment, Devices and Systems, Measuring Instruments and Monitoring and Measuring Equipment, Telecommunication Equipment and Information Technologies for Special and Dual Use subprogramme (hereinafter referred to as the subprogramme) of the Radioelectronics-3 state scientific and technical programme.
The main executor of the subprogramme is one of SAMI companies — Minsk Research Instrument-Making Institute JSC (MNIPI).
One of the main goals of the Radioelectronics-3 subprogramme is to develop and master the production of a new generation of radioelectronic and optoelectronic equipment, devices and systems for special and dual use. They ensure at a high scientific and technical level strengthening the defence capability of the country, the security of citizens, law and order.
As part of the tasks of the subprogramme, each of which includes carrying out R&D projects, production launch and manufacture of products. MNIPI also develop and master the production of a number of new-generation measuring instruments and monitoring and measuring equipment in demanding conditions. They ensure the maintenance of electronic equipment and electrical hardware for special use, as well as instruments for receiving and analysing microwave signals, which are necessary for communications intelligence, radar and radio direction finding, technical development support of communication systems, electronic warfare. Equipment for information warfare and information support, concealment and special information protection, components of special radioelectronic and optoelectronic products are also being developed and manufactured.During the production, modern international standards are taken into account as much as possible, including in the field of ecology and product safety. The results of applied and fundamental research programmes conducted as part of the state scientific and technical programme for 2011–2015 are also widely used. Among the most significant tasks are the display module for multifunctional aviation indicators (products were released in the amount of Br406,000 (appr. $198,000)), as well as a new generation of the M-301B instrument (over Br1 million (appr. $488,000)). Last year, the R&D for design and mastering the production of a multifunctional range of devices for the operational maintenance of technical equipment was successfully completed, within the framework of which three types of instruments were developed.
Today, the R&D projects for most tasks have been completed, serial production of more than fifteen types of modern competitive models for dual use has been mastered — measuring instruments, computers, a display module, touch-sensitive aircraft monitor display, portable information system, a set of sensors for automotive platforms, a compact height finder and others.
Among the new products is the S8-57 scopemeter designed for studying, recording and measuring the parameters of electrical signals. The product knows no domestic equal. In the future it can be used at industrial enterprises and in repair shops of Belarus and the CIS countries to maintain various types of equipment.
According to the results of the first half of 2019, the cost of manufactured products developed as part of the subprogramme amounted to Br2,058 million (approximately $1,004 million), the effectiveness of the programme for the reporting period was 2.85.
Implementing organisations are now developing a system for automatic levelling of mobile rapidly deployable platforms, a set of sensors for mobile rapidly deployable platforms, universal calibrators operating in severe service conditions, a multifunctional set of instruments for operational maintenance of technical equipment, and others.
