Meeting of the Interstate Council on Radio Navigation of the CIS Member States
On July 8–9, 2026, the 65th meeting of the Interstate Council on Radio Navigation and a meeting of national government customers of the Interstate Radio Navigation Programme of the CIS Member States for 2023–2026 were held in Minsk at the premises of AGAT – Control Systems JSC – Managing Company of Geoinformation Control Systems Holding.
The Republic of Belarus was represented by Vladimir Tsalko, Plenipotentiary Representative of the Republic of Belarus to the Interstate Council on Radio Navigation and an official of the State Authority for Military Industry, and Igor Bykov, Assistant Director for Research at AGAT – Control Systems JSC – Managing Company of Geoinformation Control Systems Holding. Plenipotentiary representatives of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, the Russian Federation, and the CIS Executive Committee also attended the events.
The meeting reviewed the measures executed by national government customers under the Interstate Radio Navigation Programme of the CIS Member States for 2023–2026, the preparation of annual reporting materials, and proposed activities for the 2027–2030 programme. The participants also discussed the principles and procedures for distributing property created as a result of implementing the Interstate Radio Navigation Programme.
Earlier, on 22 May 2026, in Ashgabat, the Heads of Government of the Commonwealth of Independent States adopted the Interstate Radio Navigation Programme for 2027–2030. The programme’s goals, objectives, and activities align with the CIS Economic Development Strategy through 2030 as well as target radio navigation and space programmes implemented by Belarus, Kazakhstan, and Russia. Implementation of the programme will foster deeper cooperation among CIS member states in navigation activities through the large-scale commercial deployment of services and equipment based on radio navigation systems and their functional enhancements.
The programme encompasses a set of interrelated activities structured into two subprogrammes: “Organisational support for the coordinated operation and development of radio navigation systems and equipment of the CIS member states” and “Development and production of radio navigation equipment utilizing signals from ground- and space-based navigation systems built on an electronic component base (ECB) primarily developed by CIS member states.
