In Order to Improve Effectiveness of Social Partnership System

On January 24, 2018, the annual meeting of the BelAPP Republican Association of Industrial Enterprises was held. During the meeting, issues “On the activity of the industrial complex” were considered.
The meeting was attended by Deputy Prime Minister of the Republic of Belarus Vladimir Semashko, deputy corps heads, Сhairman of Goscomvoyenprom Oleg Dvigalev and his Deputy Dmitry Pantus, as well as heads of ministries and agencies, trade unions associations, business associations, holdings, organisations of Ministry of Industry, Goscomvoyenprom, State Committee for Standartisation, Belneftekhim Concern, Bellegprom Concern, Belresursy Concern and Belpharmprom Holding Company.
Currently the BelAPP Republican Association of Industrial Enterprises includes about 150 organisations.
During the meeting, the issues concerning the work of the country’s industrial complex and the conditions of economic management of industrial enterprises and organisations were considered.
BelAPP’s activities to promote financial restructuring, to protect the market and to support Belarusian producers were highly appreciated.
A number of documents are being prepared aiming to improve the enterprise performance. The draft law on amendments and additions to some regulations relating to the business entities’ activity has been prepared. It will reflect the provisions for improving corporate governance, the functioning of companies, the protection of the rights and interests of their participants, and new institutions will be introduced. The draft decree on creation and activity of holdings has also been revised.
In order to improve the efficiency of the social partnership system, a tariff agreement was signed between the Ministry of Industry, the BelAPP Republican Association of Industrial Enterprises, the State Military Industrial Committee and the BELPROFMASH Belarusian Professional Union of Industrial Workers for 2018–2020.
The agreement was signed by Chairman of the BelAPP Republican Association of Industrial Enterprises Anatoly Kharlap, First Deputy Minister of Industry Gennady Svidersky, Chairman of Goscomvoyenprom Oleg Dvigalev and Chairman of the BELPROFMASH Belarusian Professional Union of Industrial Workers Valery Kuzmich.
The document contains mutual obligations and provisions on the responsibilities of the parties regarding the regulation of labour and socio-economic relations, securing employees’ guarantees and benefits. It is aimed at achieving social and economic stability and competitiveness of industry organisations, improving the living standards of employees, respecting their legitimate rights and interests and creating a system of comprehensive social protection of employees.
This agreement serves as the basis for collective bargaining and employment agreements (contracts) with the employees of organisations — members of the BELPROFMASH Professional Union of Industrial Workers. Its provisions, included in collective agreements, cannot be changed reducing social, legal and economic protection of employees — BELPROFMASH members.
