Implementation of 2020 CIS Interstate Radionavigation Programme Discussed in Almaty
From 31 May to 2 June 2017, Almaty, Kazakhstan hosted a meeting of the CIS National State Customers and the 48th meeting of the Radionavigation Interstate Council and its scientific and technical council within the framework of the implementation of the CIS Interstate Radionavigation Programme until 2020 (the MRP-2020).
Goscomvoyenprom was represented by Alexander Ivanov, authorised representative of the Republic of Belarus in the Radionavigation Interstate Council.
During the meeting, the participants approved the report on the implementation of the MRP-2016 prepared by the coordinating customer in cooperation with the national state customers. The participants also planned the implementation of the MRP-2020 activities, taking into account all the proposals of the Republic of Belarus and providing the possibility of starting work as early as this year.
In particular, it was noted that thirteen activities provided by the MRP-2016 were carried out in 2014-2016 in accordance with the approved requirements specifications and in a timely manner. This made it possible to create a solid scientific and technical basis for carrying out activities within the framework of the developed MRP-2020.
The enlarged meeting of the scientific and technical council was held with the participation of six international and state bodies and 14 organisations and companies of the CIS member states (from Belarus – the Minsk Watch Plant, NTLab Systems, and the Republican Testing Ground for Mobile Vehicles).
The participants heard 16 reports on topical issues of the development and use of space and terrestrial radionavigation systems, including three reports made by the Belarusian side.
New areas for cooperation with foreign organisations, including in the field of testing, certification and licensed production of navigation equipment, have been identified for Belarus at the meetings of the Radionavigation Interstate Council and its scientific and technical council. Arrangements have been made to visit Belarus by foreign delegations to study the proposals on the spot and assess the possibility of concluding agreements.
A number of decisions have also been made that ensure the participation of Belarus in international activities in the field of radionavigation in the format of interaction with the CIS bodies and the United Nations specialised agencies. Alexander Ivanov was elected deputy chairman of the working group of the Radionavigation Interstate Council on adapting the CIS to modern realities in accordance with the decision of the CIS Heads of States Council of 16 September 2016.
In general, the events are designed to promote the expansion of scientific-technical and commercial ties between Belarusian organisations and foreign companies and the development of new areas of navigation activity in the country.
The MRP-2020 was approved by the decision of the CIS Heads of Governments Council of 26 May 2017. The programme provides for nine tasks; financing will amount to 597 million Russian rubles.
Goscomvoyenprom has been identified as the national state customer of the MRP-2020 from the Belarusian side.
