Goscomvoyenprom worked out and approved a document in the mid term: Belarusian Defence Ministry and Goscomvoyenprom Development Programme till 2020

On 17 July 2015, the Goscomvoyenprom collegium held a meeting headed by the committee’s chairman Sergei Gurulyov. The meeting involved heads of departments of the management structure and heads of the Goscomvoyenprom companies.
On the agenda, there was a draft of the Belarusian Defence Ministry and Goscomvoyenprom Development Programme till 2020. The programme was presented for consideration by the First Deputy Chairman of Goscomvoyenprom Igor Bykov.
In his report he spoke in details about the results of the Goscomvoyenprom Development Programme for 2011-2015, that terminates this year, on the main complex projects (combat geoinformation systems, protection systems against precision weapons, UASs, fire weapons, combat systems for the Special Operations Forces and the Army). He also noted a successful development of a range of military products that are effectively employed now in the Armed Forces of Belarus and the products that are about to be launched.
Igor Bykov also reported about reasons of non-fulfilment or failures to meet the deadlines of developments in the framework of the complex projects.
The First Deputy Chairman of Goscomvoyenprom pointed out that the committee had worked out and agreed upon the Belarusian Defence Ministry and Goscomvoyenprom Development Programme till 2020 (a draft programme). The goal of it is to develop innovations of defence companies and Goscomvoyenprom due to accelerated technological modernisation, competitive advantages, and personnel potential, with the decrease of budget financing and increase of the companies' own expenses, and other sources of financing.
According to Igor Bykov, the Programme of Social and Economic Development of Belarus for 2011–2015, preliminary results of the Goscomvoyenprom Development Programme for 2011-2015 and the Goscomvoyenprom Innovation Development Programme for 2011-2015, as well as the Concept of Belarus’ Military-Technical Policy till 2025 and State Armament Programme, became the basic data for the programme development.
Among the tasks to be solved during the implementation of the programme projects, Igor Bykov mentioned:
-development of sci-tech, production and technology potential, technological modernisation of defence industry for manufacturing competitive products;
- development of the innovation infrastructure of defence industry, including the one based on innovation-production clusters, provision of its fast development, including diversification of production using dual-use technologies in order to implement innovation and investment projects on the hi-tech products manufacturing;
- provision of stable work of the system companies of defence industry to save its personnel and unique facilities;
- improvement of the defence industry structure, volume of productive capacities and its companies' infrastructure according to the goals prescribed in the Concept of Belarus’ Military-Technical Policy till 2025;
- quality improvement of defence products, improvement of their       certification scheme and production licensing;
- promotion of defence products to the world arms markets, international cooperation and other goals.
Taking into consideration changes in the warfare, Goscomvoyenprom identified five complex system projects (fire weapons, universal mobile vehicles, UASs of military and civilian use, combat geoinformation systems, protection systems against high-precision weapons). The projects are implemented by the companies of defence industry.
In the framework of these projects, development lines of defence products were set up (clarified). The priorities are given to the development of robotic and unmanned equipment, fire weapons, weapon system with new physical principles, as well as to light armoured combat vehicles on the single wheel chassis integrated with individual and group combat systems of military men, etc.
Manufactured samples of armament and military and special equipment will be presented to experts and the public in 2017 and 2019 during the 8th and 9th MILEX international arms show.
Implementing the programme, management system in the defence sector will be improved, production facilities of companies will be renewed, new hi-tech productions and necessary import-substituting productions will be created. It will allow to develop and mass produce high-quality completive products, keep (expand) presence in the arms market and meet the demands of the uniformed services in the modern warfare.
In conclusion, Chairman of Goscomvoyenprom Sergei Gurulyov noted that at the moment issues of planning and terminating the five-year programme were of the highest priority for Goscomvoyenprom.
According to Sergei Gurulyov, Belarusian Defence Ministry and Goscomvoyenprom Development Programme till 2020 must not become a formal document that will gather dust on shelves.
Chairman of Goscomvoyenprom also pointed out that this document must become the basis for the companies while forecasting for the future five-year programme. The forecasts must be supported by real measures on import substitution, reduction of production costs and metal consumption. Management of the companies should aim to increase quality of products, and will have to defend these projects in Augusr - Septemeber 2015.
Speaking on the modernisation in the future five-year programme, Segei Gurulyov noted that modernisation must be meaningful, punctuated.
Segei Gurulyov concluded, "We should clearly understand foe what and to what extent it is necessary to upgrade and react to changes of external and internal conditions."
It was underlined that management of Goscomvoyenprom had created a bit different, improved conditions for defence companies development in comparison with other industries of the Belarusian economy. And the task of the companies is to use them effecetively.
