Goscomvoyenprom approved basic planning documents in the mid-term

On 2 October, at the Minsk Wheel Tractor Plant, the Goscomvoyenprom collegium held a meeting headed by the committee’s chairman Sergei Gurulev. The participants of the meeting approved Goscomvoenprom and its companies development plans for 2016-2020, concluded results of the elaboration of the plans, as well as defined tasks regarding development of business plans in 2016.
The goal of the Goscomvoenprom Development Programme till 2020 is to create conditions for defence companies for development, mass production, and upgrade of arms, which guarantee defence and security of the country, development of defence industry, and military-technical cooperation.
The Programme of Social and Economic Development of Belarus for 2011–2015, preliminary results of the Goscomvoyenprom Development Programme for 2011-2015 and the Goscomvoyenprom Innovation Development Programme for 2011-2015, as well as the Concept of Belarus’ Military-Technical Policy till 2025 and State Armament Programme, became the basic data for the programme development.
The core of all the plans is the development of military products, which are supplied to the Belarusian Defence Ministry, for national defence and security.
Taking into consideration changes in the warfare, Goscomvoyenprom identified five complex system projects (fire weapons, universal mobile vehicles, UASs of military and civilian use, combat geoinformation systems, protection systems against high-precision weapons).
In the framework of these projects, seven development lines of military products were set up (clarified). The priorities are given to the development of robotic and unmanned equipment, united in the network of mobile combat platforms, fire weapons, C4ISRs, systems of metrology support of arms and military equipment.
Defence industry has always been leading in the development of advanced technologies and innovations. Only the most reliable military products are in demand in the armies worldwide. And we must not lag behind.
"In the next five years, our experts will shift to the development of complete armament systems and military equipment. It will not be parts and components but systems", told Chairman of Goscomvoyenprom Sergei Gurulev during the interview to the journalists after the meeting.
In the first quarter of 2016, Minsk Wheel Tractor Plant will present a mock-up of light-armoured vehicle for tests.
"The mock-up and then prototype sample will be given to the Defence Ministry for trials. The next line is development of SAM. I will not say about the range of it yet. We, at least, understand how to produce it and are ready to do it." pointed out Sergei Gurulev.
Modern advanced armament and military equipment are actively used in the Armed Forces, promote military-technical ties with the traditional foreign partners, and create prerequisites for entering new markets.
For example, participation of Belarusian companies in Russia’s state defence order can favour military-technical cooperation between Belarus and Russia. Chairman of Goscomvoyenprom considers it promising to develop cooperation in the spheres of ISR systems, electronic warfare equipment, and systems of countering armoured vehicles.
"Around 500 Belarusian companies work with Russian defence companies to some extent. The cooperation is serious", said Sergei Gurulev. "We must offer to the Russian customers the most advanced samples and developments that will be competitive not only in price but in quality as well. Then it will be possible to promote cooperation. And meanwhile, unfortunately, we work by labour contract, subcontract, not participating in the Russian state defence order.
Sergei Gurulev also noted that Belarusian defence companies already substituted a range of products that previously Ukraine had been supplying to Russia.
"We are ready to work further but it must be profitable", said Chairman of Goscomvoyenprom.
Sci-tech and manufacturing potential, which we have today, will permit companies to implement complex projects fast and to a good quality. Besides Goscomvoyenprom and other defence companies, scientific institutions of Belarus will also participate in the projects.
The chief designers’ institute, founded not so long ago, is to become the main headquarters and driving force of all developments. Even having money and most talented executives, it will not be possible to develop up-to-date and effective weapons without it.
Development plans of the project’s head contractor are harmonised with potential developers of components of products concerning designations, volumes, and time limits of supplies of components. This is what was indicated in the development plans of the companies for 2016-2020.
At present, industrial policy is elaborated in order to efficiently implement these projects and minimise problems in work with Belarusian uniformed departments. This policy will be included in the concept of the Belarusian industrial policy, which is being developed at the moment. Goscomvoeynprom, being a state authority, will define the policy a lot.
Mobilisation of design, economic, technological, and management resources is the main direction and the basis for the industrial policy development.
Today, there are conditions for effective work of companies. Legal base comprised of legal acts, promulgated by the President and the Council of Ministers, as well as internal documents of Goscomvoyenprom, has been developed.
Scheduled implementation of the complex projects approved by the Defence Industry and Goscomvoyenprom Development Programme till 2020 must become the main activity.
Management activity will continue to be improved through both the state authority and new methods (representatives of special exporters will be included as independent directors in the inspection groups of the companies).
Management of the 558th Aircraft Repair Plant, Peleng, AGAT – Control Systems, VOLATAVTO, MNIPI has been praised for their work on the plans of companies development for 2016-202.
These companies considered their plans in details, took into account world tendencies of systems development. The management sees new development lines, realises with whom and how they will achieve goals, carries out upgrade, prepares material-technical base in advance, and plans risks management.
Unlike five-year development plans, one-year business plan is a very concrete document regarding both indicants and activities in all the areas of work. The plan is also proved by a formed backlog of orders.
The main goal of social-economic development of Goscomvoyenprom companies for 2016 is activation of factors of stable economic growth, implementing the basic priorities, which were embodied in the development plans of the Goscomvoyenprom companies for 2016-2020, and creation of conditions for further development.
Positive dynamics of development in 2015 will be the basis for their further development, the main line of which will be introduction of new technologies with high added value, development of new products, and increase of export.
Taking into account formulated goals, the main tasks for 2016 are the following:
·       fast growth of export of products and services, work on diversification of external markets;
·       salary/work efficiency ratio at the level of outperforming growth rates of work efficiency;
·       improvement of financial condition of companies through decrease of stock of products and past-due receivables;
·       increase of profitability of sales in industry;
The key quality factors that will define development in 2016 are the main development lines in the framework of five complex projects.
Backlog of orders of every company for 2016 showed that the Goscomvoyenprom companies work hard and there is a positive plan for 2016.
It is predicted that production output of companies in 2016 will be 146 % in comparison with the plan of 2015. This output is formed by 73.4 % of backlog of orders for 2016 and 52.1 % of contracts from 2015.
"Belarusian defence industry has to function in tough conditions with high level of risks and other difficulties. But all of them can be solved", concluded Sergei Gurulev. "I am sure that our experience, high technological potential, and team play will permit Belarusian defence industry to successfully solve particular tasks."
