Commercial Use of Aircraft Allowed Legislatively in Belarus
Belarus continues the development of normative and technical normative legal acts in the interest of establishing a legal framework for the implementation by the State Military Industrial Committee of functions of a specially authorised body on regulation of experimental aviation activities. Under the Belarusian President’s executive order No. 193rp “On the Use of Aircraft for Commercial Purposes”, the 558 Aircraft Repair Plant and AGAT-Control Systems on the basis of the fourth paragraph of article 17 of the Belarusian Air Code are allowed to commercially use experimental and state aircraft that are part of unmanned aircraft systems and are owned by the above-mentioned companies to perform aerial work in accordance with the law.
Issues of using such aircraft for the needs of Belgosles and Belenergo are currently being considered.
Today, with the help of drones it is possible to solve many tasks and save significant time to obtain necessary information on, for example, inspections of electrical grids and impacts of weather anomalies.
Drones can help to exactly determine areas affected by forest fires, detect fires, determine the boundaries of windfalls, even under conditions of high clouds, and will significantly accelerate the inspection of power lines and improve the quality of inspections, including on difficult terrain, such as over the forest.
Last year, AGAT-Control Systems conducted a practical demonstration of capabilities of unmanned aerial vehicles during the operation of 10-110 kV power lines in Starye Dorogi region.
