Belarusian President Signs Decree on State Regulation in Export Control
On 28 February, Belarusian President signed Decree No. 49 “Concerning the State Regulation in Export Control”.
The document is aimed at harmonising legal acts with the Law of the Republic of Belarus “On Export Control” of 11 May 2016.
The decree preserves the order of the state regulation in the field of export control that is currently in effect in Belarus. The document does not envisage new duties for legal entities and individuals and does not assign additional functions to state bodies and organisations.
The decree fully implements the powers of the Belarusian President in the field of export control, as well as unites in some provisions the norms of a number of regulatory legal acts that regulate export control issues.
The document approves the basic provisions governing export control issues and identifies state bodies and organisations exercising export control powers.
The powers of the interdepartmental body for export control are entrusted to the Interdepartmental Commission on Military-Technical Cooperation and Export Control of the Security Council of the Republic of Belarus, and the powers of the specially authorised body in the field of export control are assigned to the State Military Industrial Committee.
Taking into account the growing international attention to the activities of mediators, the decree reflects issues related to the implementation by Belarusian organisations of mediation activities in relation to specific goods (works, services).
