Belarus and China Reach an Optimal Scheme for Military-Technical Cooperation

On 11–13 September 2019, Minsk hosted a regular meeting of the Belarusian-Chinese Coordination Committee on Armaments Cooperation. The meeting was presided over by Roman Golovchenko, Minister of State Authority for Military Industry (SAMI), and Lt. Gen. Liu Sheng, Deputy Director of the Equipment Development Department of China’s Central Military Commission.
During a personal meeting on 12 September, both leaders noted the high level of cooperation and confirmed mutual interest in the further development of military-technical cooperation between Belarus and China, as well as summed up the activity of the expert group and focused on the most important issues on the agenda of the Committee’s meeting.
Roman Golovchenko noted that the strategic nature of relations between the two countries is built up consistently and dynamically in all areas, including in the military-technical sphere, within which the countries have reached an optimal scheme of cooperation from the delivery of military products in the interests of the two countries to joint development and production of high-tech products.
In his turn, Lt. Gen. Liu Sheng conducted a comprehensive and meaningful analysis of the results of military-technical cooperation between the two countries, praised the successes achieved in this area. He also emphasised that military-technical cooperation is an important indicator of the strategic partnership between Belarus and China, has a strong political foundation and develops on the principles of mutually beneficial cooperation.
“The defence industries of China and Belarus have their advantages and, on the whole, are mutually complementary. We have good potential and prospects for further development,” said Liu Sheng.
The parties discussed the implementation of the agreements reached at the previous Committee’s meeting in Beijing last June, noting that a number of important and sophisticated projects have already been completed or nearing completion. Promising areas of mutually beneficial cooperation have also been identified, which are reflected in the final protocol.
Roman Golovchenko thanked the distinguished Chinese guest for his personal contribution to the development of military-technical cooperation between the two countries and awarded Liu Sheng the badge marking the 15th anniversary of State Authority for Military Industry.
The Chinese delegation visited several SAMI companies. A number of commercial contracts have been signed.
