Goscomvoyenprom Collegium Considers Work Efficiency of Chief Designers on Manufacturing of New Products

On 28 April 2015, the Goscomvoyenprom collegium held a meeting in the form of videoconference, headed by the committee’s chairman, Sergei Gurulyov. The meeting involved heads of departments of the management structure, heads of the Goscomvoyenprom companies, chief designers of weapon systems, chief engineers, deputies for economics and science.

The collegium considered work efficiency of chief designers on development and manufacturing of new products.

The First Deputy Chairman of Goscomvoyenprom Igor Bykov underlined in his report the role and place of Goscomvoyenprom in the work of chief designers on creating conditions for development of new armament, military and special equipment.

He particularly noted that, at the moment legal base has been developed and there are all necessary measures of stimulation. As well, sources of finance within state programmes and at the expense of special-purpose funds of Goscomvoyenprom have been defined. Thus, there are all the favourable conditions for development of new armament, military and special equipment.

According to Igor Bykov, Goscomvoyenprom has improved the work of companies and has chosen the main directions in the framework of five complex projects. These protects are presented in the Development Program for 2011-2015 and included in the plans of Goscomvoyenprom companies` development.

Chief designers are appointed and the council of chief designers of weapons systems are established. The council, aiming to organise applied researches in the development lines of military and special equipment, considered finance sources of researches and development of new arms, military and special equipment, as well as they discussed matters of mutually beneficial cooperation with academic institutions.

Chief designers developed temporary regulations of the chief designer. At the moment they are testing them and further will clarify and submit for approval.

“Thus, necessary legal base and conditions for work of chief designer have been created. Nevertheless, this system is not yet working efficiently enough. But this a different matter,” said Igor Bykov.

In his report Igor Bykov also estimated work of each chief designer working in different directions, particularly directions that are controlled and guided by the Chief designers.

“In spite of the fact that all the conditions are created, the role and place of Goscomvoyenprom as a regulator in this process should not be substituted for control only,” said Chairman of Goscomvoyenprom Sergei Gurulyov. “It is important to find the core, unite efforts and move forward. And today this movement is determined by the market.”

The head of Goscomvoyenprom paid attention to implementation of the most important investment projects and R&D works, including works on development of medium-range SAMs and a line of combat light armoured vehicles.

According to Sergei Gurulyov, the final goal of the work of the chief designer should be defined, which is a development and manufacturing of competitive products. These products have to be implemented together with modern control mechanisms, comprehensive upgrade programs, as well as financial and economic situation at the plant should be taken into consideration.

In this regard, another important topic at the collegium was implementation of upgrade plans and business-plans of Goscomvoyenprom companies` development in the first quarter of 2015 and forecast of their implementation in the first half of 2015.

Deputy Chairman of Goscomvoyenprom Dmitry Pantus noted in his report that, on the whole, in spite of uneasy conditions for business, unstable economic situation, Goscomvoyenrpom managed to ensure positive dynamics of the main parameters of social and economic development in the first quarter of the current year. The production has almost double increased, index profitability of sales has been achieved, export of products and services has increased by 2,7 %.

Dmitry Pantus evaluated in details work results of scientific and production organisations in the first quarter of 2015.

Thus, in comparison with the first quarter of the last years, it is the 558th Aircraft Repair Plant that demonstrated the greatest results: the production volume has increased by almost 7,7 times.

According to Dmitry Pantus, in such companies as Minsk Wheel Tractor Plant, the 558th Aircraft Repair Plant and the 140th Repair Plant, net income significantly exceeded the index prescribed by the plan.

Summing up the results of the business-plan implementation in scientific and production organisations, Dmitry Pantus also mentioned results of modernisation.

The best indices of revenue per employee (the basic index of economic efficiency of modernisation) were demonstrated by the 558th Aircraft Repair Plant (BLR 248,5 million) and KB Radar (BLR 703,7 million).

Deputy Chairman of Goscomvoyenprom paid attention to importance of providing finance stability and avoiding losses of profit. Significant work should be done in order to reduce past-due receivables, especially external, the expenditures and production costs, as well as in order to optimise workforce and involve unused immovable property in economic turnover.

Efficient capacity load and cooperation between Goscomvoyenprom companies were also considered.

At present, Goscomvoyenprom has clarified information base of the plants` manufacturing equipment that soon will be sent to different companies to be employed. This information will allow to consider properly purchase of manufacturing equipment and more broadly use possibilities of cooperation.

Analysing risks in social and economic development of companies, Dmitry Pantus noted high dependence on traditional Russian market or small amount of customers, as well as directed to consistent work on diversification of products` supplies.

According to Dmitry Pantus, the results achieved in the first quarter are good background for the further development. There is also potential for the indices growth in the first half of 2015 and accomplishment of the tasks articulated in the business-plans.

“Judging by the results of the first half of 2015, Goscomvoyenprom companies are to achieve the production volume of 147 %, as compared to the results of same period of last year. Moreover, profitability of sales, as for January-June 2015, is expected to be 11-13 %, while the increase of export will be 103-105 % as against the same period of last year,” said Dmitry Pantus.

Chairman of Goscomvoyenprom Sergei Gurulyov said, “We work in difficult conditions and today we can`t rely on the past experience and results. Every head of a company is responsible to the staff, Goscomvoyenprom and the country as a whole. It is important to consider also development, future potential, to provide support to strong and motivated leaders.”

Formulating problems that need solutions, tasks and personal responsibility on every issue considered at the collegium were represented in the adopted decrees.
