Goscomvoyenprom Summarises Results of Demonstration of Military Equipment to the President and Defines Tasks and Key Issues for Further Development

On 29 October 2018, Chairman of the State Military Industrial Committee (Goscomvoyenprom) Roman Golovchenko led the meeting. The heads of Goscomvoyenprom structural subdivisions, their deputies for economics and chief engineers participated in the event.
Before considering the agenda of the board meeting, Roman Golovchenko performed an enjoyable mission and presented on behalf of the Belarusian Prime Minister Certificate of Merit of the Council of Ministers of the Republic of Belarus to First Chairman of the State Military Industrial Committee Nikolai Azamatov (2004–2009), noting his significant personal contribution to the development of Goscomvoyenprom, and also to Deputy General Director for warranty after sales – Director of the subdivision VOLATTRANSSERVICE of Minsk Wheel Tractor Plant JSC Anatoly Birulya, noting his high professionalism and personal contribution to the development of the Belarusian automotive industry.
The participants focused on the results of the practical demonstration of the combat capabilities of state-of-the-art and advanced military equipment to the President of the Republic of Belarus
On 5 October 2018, this event was held jointly with the Defence Ministry at the 174 training ground of the Air Force and Air Defence Forces. There were practical exercises (flights, bombing, combat firing) on the demonstration area.
According to Roman Golovchenko, the meeting was held in order to demonstrate the capabilities of defence companies on production of advanced weapon systems and military and special equipment, and to upgrade the Soviet-made ones.
Goscomvoyenprom defence companies took part in the practical demonstration of armament.
The chairman of Goscomvoyenprom carried out a detailed analysis of the results of the practical demonstration for each of the presented weapon developed in the framework of the system projects and included in Defence Sector and Goscomvoyenprom Development Programme till 2020.
According to Roman Golovchenko, the analysis of the implementation of this Programme over the past 2 years and 9 months shows that there are good results, but despite this, there are some omissions.
Summing up the main result of the practical demonstration, Roman Golovchenko quoted the head of state: “The main conclusion is that we are on the right track”.
“This is a high opinion, but not a reason for self-complacency and resting on laurels. We should clearly see the near future, and we should seriously think about our tomorrow, even today,” Roman Golovchenko stressed. “And this is a
global task, which cannot be solved at once, but requires the meticulous and thoughtful work of all: Goscomvoyenprom, its companies and the defence sector of the economy as a whole”, the chairman said.
Roman Golovchenko formulated tasks and main issues, which should be solved in 2019.
In such a way, the purposeful work on the development of new and existing military products will continue.
“To create what we can and to upgrade the equipment that we have is the focal area of Goscomvoyenprom and the organisations included in its system and the defence sector of the economy,” Roman Golovchenko emphasised.
At the same time, jointly with the military department on a regular basis testing (using) of domestically-made military equipment will be conducted during combat and operational training activities of the Armed Forces, which will be included in the plan of cooperation between Goscomvoyenprom and the Defence Ministry to equip our army with new armament (complexes, systems).
“This work needs to be made regular, purposeful and mutually beneficial. Both departments, and the state as a whole can benefit from it,” the chairman of Goscomvoyenprom noted.
Manufacturing line of strike unmanned aerial systems of various types is a first-priority problem. To resolve this issue, it will be necessary to combine the efforts of all UAV developers. The production of ammunition for UASs will contribute to the significant development of strike unmanned aerial systems.
The training of specialists for the operation of newly produced and advanced weapons is another crucial task.
During the practical demonstration, the President of the Republic of Belarus stated that “a key issue for any country is independence in production and modernisation”. Thus, ensuring production and development of newly created and modernised weapons and military equipment by Belarusian defence companies remains topical and relevant.
Roman Golovchenko set the task to fully complete the implementation of Defence Sector and Goscomvoyenprom Development Programme till 2020 (new edition), and in 2019 to start development of a new one till 2025.
The state programmes should ensure the development of Goscomvoyenprom organisations.
According to Roman Golovchenko, during the creation of draft programmes it is advisable to rank weapon systems and their components development projects in terms of importance (breakthrough, anchored, supporting and secondary).
It is also planned to change the approaches to the selection and financial structure of projects for the development of military products.
In addition, measures will be envisaged for the modernisation of production facilities and the creation of new ones that ensure the production of weapons and special equipment, as well as reduction of manufacturing costs.
